There are 5 slots for mortals. 3 are for students. 1 is for professor. and another one is empty?

Indeed. There are various scenarios that should have included more mortals. Or ghosts.

For example "The abysmal" if you look at it we still have Thorne and the other ghosts who were rumored to just be moved to other scenarios or unlocked by act, we still have the mortal divers, screenshots and in beta videos and screenshots we can still see the ship on the map screen so it must have been near complete is my guess

Similarly, there are three more people slots in the Calamityville horror. The official guide claims that you could turn make Marcia Hutz call witches, if her belief is high and her parent's belief is low, but sadly this was dummied out.

I agree, I got a ghost to posses her and let her wander around while scaring everyone but Diane and Steve but after a while nothing happened

It actually made the cut into the final game but the trigger isn't working very well, it's close to impossible to get this by accident. Once you get her belief high enough Marcia will make a call and the witches will come. However scaring her too much or using possesion might cancel it altogether.

Very weird how did you get that to work? I let somebody posses her and walk around to build up belief but even after benching the ghost she resumed as normal and no I didnt scare anybody I just let her walk around like that for 10min I think her belief bar was 3/4 of the way

It's very unpractical as I said. She certainly needs much more belief than she would normally get (I think even more than 3/4). I used powers that put mortals on edge - that's those 2X things floating around them which makes other powers do double the normal effect (mainly Moonscream with fluster/shattered nerves but Flower Power also works, or even blackout - as long as mortals are in a room with lights on) and then I used strong belief powers afterwards (Haunted Hail was a main one or Luck - Lucky, Raindancer and Tricia should be good at gathering belief). I also scared her a little (although I doubt it's necesary). I guess what broke it for you is either possesion (which might somehow cancel the event) or not getting enough belief.
