Well, we could have sometihng like "Weather Magnet" power and have a storm cloud, a rain cloud or a hailstone storm follow them around. It's not stupid at all.
But scares with Water? Hmm, tough one. Maybe have an incredibly costly power to flood subterraenean levels and to cause water to gush out of all things connected to water pipes. Or, like someone previously suggested, have a flood ability that has shark fins appear on the surface (Whether theres a floor just beneath the water or not)

Water scares what could be very good: - Geiser: water squirts from the ground
- Bubbles: big bubbles flying
- Sink: same as swallow, just with water

How anbout a combination of Geiser, Flood and Quake? If you use Flood or Geiser with Quake, water gushes out of the floor, spraying everywere and submegrging the floor

that would be a nightmare for people with a phobia for water ;D (like Greg Hutz, I just can't stand the guy!). I like the geiser idea a lot! The sink power could also turn the floor into water so everybody in the room starts to sink. MUHAHAHAHAAAAAA !!! ;D

Besides, is there a power that makes mortals hear a telepathic voice in their head?
That would be pretty cool...
And there should be a power that makes the phone ring and when they pick it up, they hear a spooky voice that says something like: "Be aware, you'r in for a scare!"
Ok, I stole that line from "Goosebumps" but still..
Or a power with....
Ah forget it, I'm not good at this....

what about a new power for fire- (or maybe water-) elementals that causes the furniture to melt, and then come back to it's original shape?

There are some powers which are a bit like that, but none of them are real "voices-in-your-head-who-tell-you-things". It would certainly be cool if they included a power like that in Ghost Master. I had an idea for a power for darkling called dark dimension where gravuty reverses so that the mortals are on the roof and the lights go all stroby and darkling appears and gets closer to the mortals slowly then he grows and swallows the mortals for a while and they reappear insane on the other side of the area and if you went on the mortals POV while they were away then you'd be flying through a really long tunnel like darklings throat then it would go black. I would cost about 1000 plasm though.
