I've got a pretty good PC, one that vastly surpasses the system requirements of the game, but I am still only getting about 10-15 fps on the busy levels, such as the frat house or the police station.
I have all the latest drivers installed so I'm not sure how to get this game working.

There's a handy little program called Fraps which you'll find surprisingly enough at www.fraps.comJust run it before Ghost master and it will display the fps in the top left corner, you can also use it to take screen shots of your games.

thats weird
im running a very similar system
Athlon XP 2000+ Radeon 9700pro 765MB RAM win2k
and mine is flying aint had any slowdown at all
only thing i can think of is it might disagree with winXP for some reason

i have xp 2000 xp pro 512mem 128meg 3d grforce 4 card my agme runs great not had one prob apart from working out how to get some ghost on game lol

The thing is since I've bought the game I've reinstalled Windows, and before and after I'm getting exactly the same performance.
Also it make almost no difference if I turn all the settings up or down in game, I always get the same fps.
Its driving me insane cos I really want to play this game!

Drop off your antialiasing, the nVidia people can use Quincunx (reasonable and fast) but as I understand it your Radeon thing can't do it. It will make a big hit on the special effects (the bendy lines from powers).

I don't use anti aliasing so I can't do that , although interestingly I can put it on up to 4x and still get exactly the same frame rates compared to when i set openGL to optimal settings in my dsiplays tab

Also my fps is poor before Iive even put any ghosts in to the level on the frat house and police station
