Act 4 Mystery in Ghost Master

Hello everyone Novembermann here i want to discuss Act 4 and before you say anything it's not the Epilogue it's an actual Act 4 so basically the game had a lot of unused levels however they don't fit the board so maybe an act 4 was decided however the biggest factor of me making this was after looking through the files i found a sound file that was very interesting and unused placeholder sound file called "hc_extra_14" when viewed this is what is says:

you can open the file in GM but it says "Act 4 is the final act" it's obviously a placeholder but it begs the question did they plan to make Act 4 during development but cut down to 3 and added Epilogue later sicne based on the amount of unused levels it could be the case what do you think?

Im certain they had huge ambitions early on judging by cut content and seeing footage of levels we still have that were cut down pretty sure once they realized they had limited time they had to scrap many plans and quickly put together a ending level no doubt they had act 4 planned.. so many mysteries about the game
