You can't scare her away so don't try, It's an honourable attampt but it usually ends in time wastage, mission failure and crashing

The same thing happened to me, and I used Clatterclaws to turn her insane, and then she ran off. The mission goal was to make sure that the police station should be empty, so insane doesn't count... but anyway - turning her insane gave her the possibility to move again.

I have a hunch that she might have been at the hospital preparing the prison for the Darkling (The asylum inmates creating the accursed beams in the last level)
