I found that when he gets scared enough he gives himself up by going to the evidence room and stealing money.
It's Andrew Haige (or something like that)

first you need to scare off the guy working in the evidence room so he leaves the door open.
then you put a ghost in the evidence room that can attract people, attaching terror eyes to the piece of evidence with his fascinate power works marvels to draw a crowd there.
after that let the cop ghost use her own people attracting powers to get the bend cop in there.

Andrew Haid is the one guarding the evidence room. He usually sits at the terminal right outside the evedince room.
Norman Franz is the real crook cop. So make sure you don't scare him off too early in the game.
Scare off Andrew Haid from his guard position, and lure the crook cop into the evidence room.

You can also get the bent cop if you expose his subconcious fear. Then use obsession to get him into the room with the ghost.

A suggestion for those trying to build up plasm in the station, a good place to start is the inamtes cell - if you use the reccommended list, you can place a water spook to improve belief there and then send in the hound and the general purpose spook to chase and frighten the inmates. There's a large catchment of fear to top up your plasm bar Once you have done that, you can move to the computer area with Static... and get high screams (since placing static there affects a wide area)

But can someone tell me how the hell you get to people out of the police cells. I scare everone else off but they just go mad and stay in the cells. I watched for half an hour and they would not come out. need input

Eventually, police come along and take them to another room. This is dependent on whether you've scared all the police away tho! Also, if you scare them so much, they will just go insane.
The best method tho is to get Cogjammer and bind him to the electrical socket at the end of the corridor, next to the cells. Use his Wild & Crazy power to mess up the mechanics, and the cells will open up.

Remember that in most levels at least, a mad warm blood is as good as a fled warm blood. So making the alleged crims mad is as good as letting them out. And on a personal note, buckets more fun.
