Gimp, photoshop. You can make it in any editor, but make sure you save texture as .tga uncompressed

1. Open file 2. Double click on Textures 3. Choose texture what you want to replace and RBM on it. 4. Press Export Texture.
5. Open exported file in any editor what support tga.
6. When you finish editing texture save it as .tga uncompressed
Repeat operation 1-3. 4. Press Import texture 5.Choose texture what you want to replace with. 6. Press save button
Everything is on first page in Bsp_viewer topic.

I use gimp as my main graphic editor. The fastest way is download dds converter 2.1. In second can convert any image, or folder to your format. Generally what I do is save file as psd, and then I convert it via this program to tga.
