EDIT: Thanks to everyone who signed the petition. We sent off the petition to Empire and heard back from them. Although nothing is certain, it looks like we could well get access to tools to develop an editor for the game, around September time!

We've discovered that if the source code for the game was released, it would be possible to create an editor for the game, so fans could create their own missions and characters.
International Hobo, the company who designed the game, told us:
"The real problem is that, for reasons too sordid to describe, the level scripts were written in raw C++ and then compiled into the executable (something that we were not going to do for the projected Ghost Master 2. Had rather more people bought Ghost Master 1). This means that there is actually no way of producing a fully playable new level without access to the source code for the game. This is why the installer for the "Halloween bonus level" overwrites the executable, for example (well, all right, it fixed some bugs as well).
The only thing I can suggest is that they appeal to Empire to release the source code and start from that. Without permission from Empire, it would be illegal for any of the programming team to give them source code, file format documentation etc (all the IP belongs to Empire, except for whatever part of the concept is owned by Gregg). This isn't completely hopeless, by the way - a previous game I worked on (Aliens Vs Predator - the first PC one, not the Jaguar version) eventually got a source code release because so many people harassed Fox about wanting to build a proper level editor, and they needed the source code before they could make any progress..
Basically, since Empire Interactive are the only company who could give us permission to use this source code, we've set up a petition to send to Empire.
If you would like the source code to be released make sure you sign it! This really could lead to us being able to create new content for Ghost Master!!
