Hi, I've done something like this before for non-Steam version of Ghost Master, changed English to Polish. So this might be possible if Steam version isn't too different. I think you need to make changes to text and voice files to switch language.
Text Replace the contents of <some_language>.utf8 in Ghost Master\GhostData\text\. For subtitles: Replace the contents of subtitle_map.txt in Ghost Master\GhostData\voice\
VoiceReplace the contents of <some_language>_vd.txt in Ghost Master\GhostData\voice\. This file contains, among other things, expected duration of sound files. If you don't replace it some sounds will cut off early or have silence at the end.
Replace all sound files in Ghost Master\GhostData\voice\<some_language>\. Replace all sound files in Ghost Master\GhostData\voice\<some_language>\tutorial\ Google drive link has expired, so I can't test it.

Yeah, that doesn't seem to work. I didn't take Japanese fonts into account. No idea how to fix that, I'm afraid.
On a side note. Maybe it would be easier to try to get JP Ghost Master running on Win 10. (my non-Steam version of the game works fine on Win 10). Though I'm sure you already tried that...
