Instead of Virtual PC you could use Virtual Box. But you will still need to ask someone with a genuine Windows 7 to download the XP Mode file for you.

I found a link that doesn't seem to require validation! Try downloading XP Mode there, see if it works.

it is no .exe to launch in the xp mode program folder !
